Abstract

Food security, defined by the interplay of availability, accessibility, and affordability, is a persistent global challenge exacerbated by climate change, geopolitical conflicts, and inequities in trade systems. Food sovereignty, as a foundational human right, provides a framework for transformative action to address food insecurity. This article draws heavily from the insights and inputs shared by global leaders at the 2024 World Food Forum held in Rome, Italy, in October 2024, where pressing issues and innovative solutions were highlighted. By examining diverse perspectives from Lesotho’s drought-stricken lands to Liberia’s fertile rainforests this paper advocates for inclusive, equitable, and sustainable food systems that prioritize local needs and global solidarity.

Introduction

The right to food is enshrined in international human rights frameworks, emphasizing that no person should go hungry. Yet, approximately 733 million people worldwide, or about 9.2%9.2% of the global population faces hunger, with Africa disproportionately affected, where 20.4% of the population experiences food insecurity.

In October 2024, global leaders convened at the World Food Forum in Rome, Italy, to address this urgent crisis. Discussions revolved around actionable solutions, including empowering communities through food sovereignty, promoting inclusive trade, and investing in sustainable food systems. This paper builds on those deliberations, weaving together diverse viewpoints to propose a transformative pathway toward food security.

Food Sovereignty as a Cornerstone of Food Security

The 2024 World Food Forum emphasized that food sovereignty is not merely a strategy but a right. It empowers communities to define their food systems and ensures that food is treated as a public good rather than a commodity.

1. Addressing Availability, Accessibility, and Affordability

Availability: Leaders from Lesotho and Liberia highlighted the importance of diversifying crops and adopting climate-smart agriculture to align with local ecosystems. Research into soil-suitable crops and drought-resistant varieties can mitigate the adverse impacts of climate change.

Accessibility: Trade reforms, including reducing tariffs on essential foods, as urged by the WTO Director, were highlighted as critical for enhancing food access in vulnerable regions.

Affordability: Investments in rural infrastructure, such as irrigation and storage facilities, were identified as pivotal to reducing post-harvest losses and stabilizing market prices.

2. Leaving No One Behind
A central theme of the Forum was inclusivity. Leaders stressed the need to empower marginalized groups: women, youth, and smallholder farmers; to enhance productivity and resilience. Bhutan’s approach to empowering women in food supply chains and promoting biodiversity was particularly noteworthy.

Key Interventions for Food Sovereignty

1. Strategic Investments and Multilateral Collaboration

The Lesotho King’s call for investment in agricultural systems aligns with the G20 Brazil’s focus on food security. Targeted funding for research, infrastructure, and technology transfer emerged as a shared priority.

Multilateral platforms, such as the WTO, were recognized for their role in equitable negotiations on agricultural trade policies, fish subsidies, and climate resilience.

2. Promoting Sustainable Food Systems

Liberia’s President shared a model for sustainable food systems, leveraging its abundant rainfall and fertile land to promote value-added agriculture, enhancing food security and economic growth.

The FAO’s global initiatives in promoting nutrition-sensitive agriculture and biodiversity conservation provide a replicable blueprint for sustainable food systems.

3. Climate-Smart Approaches

The impacts of climate change were a recurring theme at the Forum. Solutions such as adopting climate-resilient crops, efficient water management, and sustainable land-use practices were emphasized as critical for food security.

4. Intergenerational and Cross-Sectoral Partnerships

Engaging youth and fostering intergenerational cooperation were championed as long-term solutions to food security challenges. Partnerships between governments, civil society, and the private sector were recognized as drivers of innovation and resource mobilization.
